The State Certification and Accreditation Administration (CNCA) has revised the implementation rules. This aims to strengthen the management of mandatory product certification for motor vehicle tires. The “Implementation Rules for Mandatory Product Certification – Motor Vehicle Tires” (CNCA-C12-01: 2024) are hereby released. They will come into effect on January 1, 2025. The “Implementation Rules for Mandatory Product Certification – Motor Vehicle Tires” (CNCA-C12-01: 2015) are simultaneously repealed.

Relevant designated certification bodies shall develop corresponding certification implementation details. They will base this on the new rules. They will also consider the already issued General Implementation Rules for Mandatory Product Certification. These details must be filed with the CNCA first. Only then can certification and certificate issuance proceed according to the new rules.

Starting January 1, 2025, relevant designated certification bodies shall accept certification applications according to the new rules. Existing valid mandatory product certification certificates may continue to be used. The certificate conversion process will occur through natural transitions, such as at certificate expiry, product modifications, or standard revisions.
