To further strengthen product quality and safety oversight, in accordance with the Regulations of the People’s Republic of China on Certification and Accreditation, the State Administration for Market Regulation (SAMR) has decided to adjust the certification model for certain products within the Compulsory Product Certification (CCC) catalog. The new policy mandates a third-party certification evaluation method. The specific requirements are announced as follows:

1. Scope of Adjustment and Effective Date
Effective January 1, 2027, the following 16 product categories must obtain a CCC certification certificate and bear the CCC mark before they can be manufactured, sold, imported, or used in other business activities within China:

  • Fuses, Small Power Motors
  • Electric Drills, Electric Grinders, Electric Hammers
  • DC Arc Welding Machines, TIG Arc Welding Machines, MIG/MAG Arc Welding Machines, Plasma Arc Cutting Machines
  • Automotive Safety Glass, Automotive Safety Belts
  • External Lighting and Light-Signaling Devices for Motor Vehicles, Indirect Vision Devices for Motor Vehicles
  • Automotive Seats and Head Restraints, Automotive Event Data Recorders, Retro-reflective Markings for Vehicles

Concurrently, the self-declarations for these products in the “Self-Declaration Information Submission System for Compulsory Certification Product Compliance” will be uniformly invalidated.

2. Certification Transition Plan
To ensure a smooth transition, the following timeline is established:

  • Certification Application Start Date: Beginning July 1, 2026, designated certification bodies (to be specified separately) will start accepting CCC certification applications for the 16 products listed above. For products currently holding valid self-declarations, certification bodies will actively utilize the existing evaluation results to issue new CCC certificates, provided certification quality and risks are controlled.
  • System Update: Starting July 1, 2026, the self-declaration system will no longer accept or generate new self-declarations for these products.
  • Conversion Deadline: Relevant enterprises must complete the transition to a CCC certification certificate and proactively cancel their corresponding self-declarations by December 31, 2026.

3. Grandfathering Clause for Existing Products
Products that were already manufactured and shipped within the validity period of their self-declaration and are no longer in production are exempt from this conversion requirement and may continue to be sold.
