1. Overview of CCC Certification Categories

♦ China Compulsory Certification (CCC certification)

• In accordance with the Compulsory Product Certification Regulations, China implements a compulsory certification system for products involving human health and safety, animal and plant life and health, environmental protection, and public safety.
• Products listed in the Compulsory Product Certification Catalog cannot be imported, sold, or used in business services without a certification certificate from a designated certification body and the proper application of the CCC mark.

♦ CCC Exemption

• According to CNCA Announcement No. 3 (2005), products listed in the catalog may be exempt from obtaining a CCC certificate and applying the CCC mark if they meet specific conditions.

♦ Products Outside CCC Scope

• Refers to products whose customs HS code falls under the general “CCC Compulsory Certification Catalog,” but which, in practice, do not require CCC certification for import. After a successful identification process confirming the product is outside the scope, an application number is issued. This number can be used for customs declaration instead of a CCC certificate.

♦ CCC Certification Exclusion Confirmation (Products Outside Scope)

1. Statement of Circumstances: Details including product name, model, intended use, etc., stamped with the Consignee’s official seal.
2. Technical Documentation: Includes product photos, basic technical parameters, working principle, model number, or compliant IEC standards. Must be originals or copies stamped with the Consignee’s official seal.
3. Power of Attorney: Stamped with the Consignee’s official seal.
4. Justification Letter: A mandatory document explaining why the product is considered outside the CCC certification scope.
