To the Market Supervision Bureaus (Departments/Commissions) of all provinces, autonomous regions, municipalities directly under the Central Government, and the Xinjiang Production and Construction Corps:
In accordance with the Announcement of the State Administration for Market Regulation and the General Administration of Customs on Arrangements for Exemption from Compulsory Product Certification (Joint Announcement No. 13, 2019), local market regulation authorities have been responsible for processing exemptions from Compulsory Product Certification (hereinafter referred to as “CCC Exemption”) since April 1, 2019. To further standardize and facilitate the review and supervision of CCC Exemption certifications, the following requirements are hereby clarified:
1. Eligibility for CCC Exemption
The following categories of products may qualify for CCC Exemption:
- (1) Products and samples for scientific research, testing, or certification purposes
- Scientific research refers to products used specifically for R&D to develop or manufacture related products, excluding general laboratory equipment.
- Testing refers to products imported to obtain test data or to evaluate specific performance (e.g., importing a small number of printers to test printer software).
- Certification testing refers to samples used for type testing in CCC certification.
- (2) Components intended for repair and maintenance for end-users
- (3) Equipment components required for supporting complete production lines
(Excluding office supplies) - (4) Products used solely for commercial display and not for sale
- (5) Imported components intended for the manufacture of finished products that will be fully exported
- (6) Other special circumstances warranting exemption as approved by authorities
2. Application Requirements for CCC Exemption
Eligible applicants must submit CCC Exemption applications to the local market regulation authority. Required materials and subsequent supervision requirements are detailed in the appendix. Specific application requirements include:
- (1) Products/samples for research, testing, or certification
Applicants must be institutions engaged in R&D, testing, or certification. Samples for CCC certification testing must be submitted by the CCC certification client. Such products must not be sold or provided to general consumers. - (2) Components for end-user repair
Applicants must be repair service providers or end-users. Quantities must be reasonable and justifiable. - (3) Components for production line equipment
Applicants must be the factories or companies using the components. - (4) Products for commercial display only
Applicants must be the entities responsible for the display. Applications must specify the display duration and post-disposal plans (products must not be sold or provided to consumers). - (5) Imported components for fully exported finished products
Applicants must be the manufacturers. A commitment to complete export verification within two weeks after export is required.
3. Implementation Requirements for CCC Exemption
- (1) Provincial-level market regulation authorities (or delegated lower-level authorities) are responsible for implementation and oversight.
- (2) Local authorities shall allocate adequate resources and process applications within 5 working days of acceptance.
- (3) Authorities must enforce regulations consistently, balancing supervision efficiency with applicant convenience.
- (4) Applicants must retain sealed application documents for 2 years for potential audits.
- (5) Applications and approvals shall be fully electronic; no in-person submission is required.
- (6) Authorities are encouraged to adopt credit-based and categorized management approaches.
This notice takes effect immediately. Any prior regulations inconsistent with this notice shall be superseded by its contents.
